Comments on the Final Draft Plan

The Draft Master Plan for the South Beach and Beverly Beach Management Units was presented at the final round of public meetings on May 24th and 31st. Attendance at the meetings was moderate – approximately 20 people attended in total, including members of the Advisory Committee.

OPRD has received an additional 13 written comments on the Final Draft Plan to date. A summary of written comments received can be viewed here.

Members of the public have until June 30, 2017 to submit written comments to OPRD for consideration.

Upcoming Public Meetings in May 2017

The final round of public meetings are scheduled for May 24th and 31st in Newport and Wilsonville. OPRD Staff will present the Final Draft Plan for state parks in the South Beach and Beverly Beach Management Units and invite public comment.

The 3rd round of public meetings for the South Beach / Beverly Beach Management Units Plan was held in early July 2016. Open house meetings were held in Newport and Gleneden Beach and an advisory committee meeting was held at Beverly Beach State Park. More than forty people attended in total and shared their feedback on proposed park development concepts and other issues related to the parks.

Next Steps

A final draft plan will be developed that addresses park development and natural resource management, taking into account public input received at the latest round of meetings. The draft plan will be shared with the public at the next (and last) round of public meetings, tentatively scheduled for November 2016. Details of the meetings will be posted in the fall.

Draft Park Development Concepts Have Been Posted

Draft design and development concepts for parks in the South Beach and Beverly Beach Management Units are now available to view ahead of July’s public meetings. Not all parks in the two management units were identified as having opportunities for development or redevelopment. Parks identified as having moderate or significant opportunities for development include Gleneden Beach, Fogarty Creek, Beverly Beach, Agate Beach, Yaquina Bay, South Beach, Seal Rock, Driftwood Beach, L. Presley & Vera C. Gill, and Beachside. Minor improvements are proposed at several of the other parks.

Thank you to all who attended the recent public meetings in August to share your input on existing condition assessments and opportunities in the parks. While attendance was low, we had a lively discussion that reinforced the values we heard from our first round of public meetings and survey results.

We also identified and clarified key opportunities going forward. Some of the themes addressed during the meetings included education and interpretation, increased overnight camping opportunities on the coast, and balancing public access to beaches with natural resource protection and a high quality experience for visitors. Please read through the notes posted below to see more of the feedback shared at the meetings.

Next Steps

Planning staff are now working on identifying specific proposals for future management and development of each park, taking into account the public feedback we have received so far. We will present these proposals at the next set of meetings, tentatively planned for early 2016. More information about these meetings will be posted soon.

The next round of public meetings are scheduled for August 11th and 12th in Newport. Staff will present existing condition assessments and review opportunities and constraints for the parks. We’d like to hear your input as we begin to identify goals and strategies for maintaining the health of parks in each of the two management units.

There will be three separate meetings – an advisory committee meeting and a public meeting for each of the two management units. Meeting times and locations are below:

Schedule Update

The upcoming public and advisory committee meetings for the South Beach and Beverly Beach Management Units have been postponed to allow planning staff more time to assess needs within the two management units.

Meetings are no longer scheduled for June 2nd, 2015.

The next public meetings are tentatively scheduled for July or August 2015 –  the website will be updated to reflect new meeting times and locations as soon as they are determined.

Next Steps

Planning staff will be finishing up assessments and identifying initial opportunities and constraints for the two management units between now and the next public meeting. At that meeting, we will present an overview of the existing conditions and ask you to weigh in on park needs and opportunities going forward.
